Your Committee on Finance, to which was referred Resolution No. 148-99, reports as follows:
Resolution No. 148-99, transmitted by Finance Director Harry Takahashi, via Communication
No. 457, dated September 20, 1999, creates two (2) Detective PO-11 positions.
A Sex Crimes Unit has been created within the Hawaii County Police Department as part of a
Byrne Memorial Grant. The purpose of this grant is to allow the Unit to exclusively investigate
cases of sexual assault, which should result in a higher rate of prosecution.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the mayor has the power to
create positions for which appropriations have been made by the council.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 148-99
and recommends its adoption.
