It is apparent that the economic situation which grips the nation and state also grips the county. Difficult decisions need to be made as to which county functions are to receive what portion of the limited funds available. It, therefore, is understandable that cuts need to be made since funds are much more limited than previously. Although sad, it may be necessary for us to do without some of the services the county had previously provided, such as the band. The citizens of Hawaii County also experience the squeeze of our economic recession, struggle to make ends meet, and have had to make cuts in what can be afforded within each home. This is especially true for homeowners. It is unrealistic to expect homeowners to bear an even greater burden of the recession by increasing the tax they pay on their property. I would implore you, as a concerned representative of the residents of Hawaii County to seek actions which relieve the citizens of further economic burden. Encumbering homeowners with a greater financial burden in order to ease the burden of the County Council to make ends meet within the county budget is not acceptable. It will be difficult for the County Council to balance the budget without raising taxes. However, it is not acceptable to shift the burden to citizens by increasing the property tax.
