RESOLUTION NO. 322 10
STATE OF HAWAII
A RESOLUTION RECOGNIZING THE NEED TO PRESERVE EXISTING GREEN
WASTE FACILITIES AND URGING CONSIDERATION OF EXPANDING GREEN
WASTE FACILITIES TO ALL TRANSFER STATIONS OPERATED BY THE
COUNTY.
WHEREAS, public concern has been voiced by community members, including farmers,
over possible closures of green waste facilities, such as the Kealakehe green waste facility; and
WHEREAS, public testimony indicates the green waste service has been the most
popular component of our solid waste program; and
WHEREAS, green waste continues to be used by an expanding market of orchard
growers, landscapers, and general farmers; and
and
WHEREAS, green waste is the basic ingredient in the development of agricultural soil;
WHEREAS, small family farms producing potted plants, landscape field crops, coffee
and other crops, are served by these organic soils derived from composted green waste; and
WHEREAS, small family farms are very likely to be the foundation of our agriculture
future; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
every effort be taken to keep all existing green waste collection sites open.
BE IT FURTHER RESOLVED that hours at existing green waste facilities be
expanded and additional drop -off sites be developed at transfer stations that do not currently
accept green waste.

BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to the Honorable Mayor William Kenoi, the Director of the Department of
Environmental Management, and the Director of the Department of Finance.
