These recommendations were developed after a thorough review of all applications forwarded by the Department of Finance and distributed to all Council Members. The Ad Hoc committee was convened at the March 2, 2010, HSED Committee meeting. In compliance with HRS 92 -2.5, interviews and selected site visits were conducted with all applicant organizations. On March 18 in West Hawai'i, the Ad Hoc Committee held interviews with sixteen (16) applicants on March 18th, and conducted site visits with three (3) applicants. In East Hawai`i, the committee held interviews with twenty five (25) applicants on March 22 and twenty four (24) applicants on March 23` On March 24 the committee interviewed fifteen (15) applicants at the Pahoa Council office and conducted six site visits. A total of 80 interviews and 9 site visits were conducted. The requests this year totaled $3,738,717.24 from 89 qualified nonprofits and the Council has $1,500,000 to appropriate. Last year, the County funded 76 programs with requests of $3,117,964.32 received and the Council appropriated $1,500,000. Comm. No. (o_z -• _.. Ref. Ref. Dote R 0 7 zoth Included in the applications are 42 organizations which have received funding through the Nonprofit Grant process for three years consecutively, 14 applicants who requested increases in their request this year, 30 programs who requested the same amount as last year, and 17 programs funded in FY 09 -10 who requested less this year. There are 9 new applicants not funded in prior years. Two organizations were not granted funding this year. Those were the Kona Community Hospital and their Adopt -a -Room program; and Mala`ai's Culinary Garden of Waimea Middle School. The ad hoc committee unanimously agreed that this would not be an appropriate use of county funds. Summary: The grant amount recommended by the ad hoc does not fully meet the need presented by applicants. However, in these times of great budget shortfalls and declining donations, all of the applicants expressed their understanding of the challenges confronting the executive and legislative branches of government. They are determined to continue providing services to the needs of an ever increasing population. Your Ad Hoc Committee recommends that we appropriate $1,500,000 to 88 nonprofit organizations reflected in Exhibit "A ". Thank you for the opportunity to serve as Chairperson for this Committee.
