Enclosed is a resolution accepting a monetary contribution of $75,000 from the Na Leo
'0 Hawai'i, Inc., 91 Mohouli Street, Hilo, Hawai'i 96720, for production costs associated
with the videotaping of Council meetings for the period of April 1, 2010 to
March 31, 2011. Their contribution will ensure continued broadcasts of County Council
meetings on Na Leo, which is very important for an informed citizenry.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
the funds into the Videotaping — Na Leo '0 Hawai'i account.
As it is advantageous for approval to be granted prior to the end of the current fiscal year,
the Office of the County Clerk is requesting a waiver from the Finance Committee and to
have this resolution and bill heard at the next Council meeting scheduled for April 20, 2010.

To accept and acknowledge a monetary contribution from Na Leo 0 Hawai'i, Inc. for production costs
associated with videotaping of Council meetings for the period 4/01/10 to 3/31/11, and appropriate to proper
accounts.
Prepare a resolution to accept $75,000 from Na Leo 0 Hawai'i, Inc. Please send a copy of the resolution and
acknowledgement of this contribution to: Mr. Juergen Denecke, General Manager, Na Leo 0 Hawai'i, Inc.,
91 Mohouli Street, Hilo, Hawai'i, 96720.

NA LEO 0 HAWAII, INC.

In reference to your letter of March 18, 2009 and subsequent conversations, requesting a grant
for continuing production of County Council and Committee meetings, the Board of Na Leo 0
Hawaii has considered your request and has voted to provide a grant of $75,000 for the period of
April 1, 2010 to March 31, 2011 for that purpose. Just as you and the Council do, Na Leo 0
Hawaii considers the cablecasting of government proceedings very important for an informed
citizenry.
Enclosed is Bank of Hawaii Cashiers Check 4815357 in the amount of $37,500 for the first half of
the grant. Na Leo 0 Hawaii will transmit the remaining 50% of the grant in approximately 5 -6
months.

RE: Resolution No. 324 - 10 : A Resolution Authorizing the Acceptance of the Monetary
Contribution From Na Leo `O Hawai`i, Inc. for Production Costs Associated with the
Videotaping of Council Meetings
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
