The Department of Health is increasing this award for FY09 -10 by $8,333, bringing the total award up to $63,333, for the purpose of conducting education and outreach for the used oil collection program. Under the current fiscal year's budget, the projected revenue amounts for the Glass Recycling and Used Oil Collection /Disposal program grants are inadvertently switched. The operating budget needs to be amended for the revenue accounts for the Glass Recycling Program (from $55,000 to $59,390) and for the Used Oil Collection /Disposal Program (from $59,390 to $63,333). The expenditure appropriations are properly budgeted with the correct amounts. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating additional revenue funds of $4,390 and $3,943 into the Glass Recycling Program account and the Used Oil Collection /Disposal Program account respectively, and increasing the Used Oil Collection /Disposal Program expenditure appropriation by the supplemental grant amount of $8,333. Since these grant funds must be expended by June 30, 2010, the Department of Environmental Management is requesting a waiver from the Finance Committee and to have this bill heard at the next Council Meeting scheduled for April 20, 2010. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): In the FY 2009 -10 budget, the Solid Waste Division budget includes a grant from the State Department of Health for the used oil collection program. The Department of Health is increasing this award for FY09 -10 by $8,333 for the purpose of conducting education and outreach for the used oil collection program. This should bring the total award for FY09 -10 to $63,333.
