Re: Operating Budget
In the current FY 2009 -10 budget, the Department of Environmental Management Solid
Waste Division's budget includes a grant from the State of Hawaii Department of Health for
the used oil collection program. The Department of Health is increasing this award for
FY09 -10 by $8,333, bringing the total award up to $63,333, for the purpose of conducting
education and outreach for the used oil collection program. Under the current fiscal year's
budget, the projected revenue amounts for the Glass Recycling and Used Oil
Collection /Disposal program grants are inadvertently switched. The operating budget
needs to be amended for the revenue accounts for the Glass Recycling Program (from
$55,000 to $59,390) and for the Used Oil Collection /Disposal Program (from $59,390 to
$63,333). The expenditure appropriations are properly budgeted with the correct amounts.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating
additional revenue funds of $4,390 and $3,943 into the Glass Recycling Program account
and the Used Oil Collection /Disposal Program account respectively, and increasing the
Used Oil Collection /Disposal Program expenditure appropriation by the supplemental grant
amount of $8,333.
Since these grant funds must be expended by June 30, 2010, the Department of
Environmental Management is requesting a waiver from the Finance Committee and to
have this bill heard at the next Council Meeting scheduled for April 20, 2010.

REQUEST FOR COUNCIL ACTION
To amend the FY09 -10 Operating Budget, Ordinance No. 09 -64, to increase the appropriated amounts for
the Glass Recycling Program grant and the Used Motor Oil Collection Program grant as follows:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
In the FY 2009 -10 budget, the Solid Waste Division budget includes a grant from the State Department of
Health for the used oil collection program. The Department of Health is increasing this award for FY09 -10 by
$8,333 for the purpose of conducting education and outreach for the used oil collection program. This
should bring the total award for FY09 -10 to $63,333. However, under the current fiscal year's budget, the
projected REVENUE amounts for the Glass Recycling and Used Oil Collection /Disposal program grants are
inadvertantly switched. This bill amends the revenue amounts for the Glass Recycling Program (from
$55,000 to $59,390) and for the Used Oil Collection /Disposal Program (from $59,390 to $63,333). Since the

A. MODIFICATIONS
The following modifications are to be performed in accordance with all contract stipulations
(specifications, delivery point, rate of delivery, period of performance, price, quantity, or other
provisions by mutual action of the parties to the contract).
Effective April 1, 2010, the parties mutually agree increase the total amount of compensation by
$8,333.00, and use this increase solely for the purpose of conducting public education and outreach for
the used oil collection program. Training appropriate personnel, attending conferences, and other
related items shall be deemed eligible expenses. All goods and services relating to this activity are to
be completed no later than June 30, 2010. The CONTRACTOR shall submit payment invoices no later
than September 30, 2010. All other terms and conditions of this Contract shall remain the same.

RE: Bill No. 235 : An Ordinance to Amend Ordinance No. 09 -64, as Amended, the
Operating Budget for the County of Hawaii for the Fiscal Year Ending June 30, 2010.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
