Your Committee on Finance, to which was referred Resolution No. 149-99, reports as follows:
Resolution No. 149-99, transmitted by Finance Director Harry Takahashi, via Communication
No. 464, dated September 28, 1999, authorizes the Mayor to enter into an agreement for a grant
to continue acommunity-based delinquency prevention program in Ka`u.
The United States of America, through the State Department of Human Services, Office of
Youth Services, is desirous of continuing acommunity-based delinquency prevention program in
Ka`u. The County of Hawai `i Department of Pazks and Recreation is ready and willing to
continue the "Kokua Ka`u Project".
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreement with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 149-99
and recommends its adoption.
