Your Committee on Finance, to which was referred Communication No. 476, reports as follows:
Communication No. 476, transmitted by Mayor Stephen K. Yamashiro, dated October 4, 1999,
nominates Mr. Carl Simons to serve on the Hawaii County Board of Ethics.
Mr. Carl Simons of Kona has been the president of West Hawaii Concrete since 1980. He will
replace Carl Carlson of Kona whose term expired on December 31, 1998. A registered
Republican, Mr. Simons will serve a term to end December 3l, 2004.
Pursuant to Article XIV, Section 14-5, Hawaii County Charter, there shall be a board of ethics
appointed by the mayor with the approval of the council.
Due to a possible conflict of interest Council Member Dominic Yagong was excused from voting
on this nomination.
With regard to the vote, Mrs. Jacobson voted Kanalua, then no.
Your Committee on Finance recommends confirmation of Mr. Carl Simons to the Hawaii
County Board of Ethics.
