My name is Rodney Wong and I am member of the Hawaii County Band. I
have been associated with the band for 55 years — 25 years as a volunteer
substitute and 30 years as a member. Please note, however, that I am
testifying as a private citizen. Mr. Chairman and members of the council, I
thank you for the opportunity to speak to you.
The Hawaii County Band has existed for 127 years in three different
centuries. The founders of the band, Joaquin and Jules Carvalho, called it
the Hilo Portuguese Band, which changed to the Hilo Band , and finally the
Hawaii County Band. The Hilo Portuguese Band was started during the
Hawaiian Monarchy in 1883 and played on through the Republic of Hawaii,
the Territory of Hawaii, and the state of Hawaii. Imagine the pride the
Carvalho brothers would feel if they knew that they had started a tradition
that connects us from the 19 century, through the 20 century, into the 21
century, reaching here at this very moment. I say with immense pride that I
am proud to be a part of this long connection as a musician and ... as person
who is part Portuguese.
This band tradition has lasted because our music reaches and touches all the
emotions from happy to melancholy and yet, when all is done, the music
makes the listener feel good. Also, the band makes people happy. A simple
statement, but very true. In my 30 years as an active band member, I do not
recall any one stating negative comments regarding the band with the
exception of one person. That complaint came in a phone call to director
Paul Arceo. Someone called him to complain that the band wasn't playing
when we marched by her. It is a legitimate complaint, however it is just one.
It makes no sense to get rid of a government agency that contributes so
much to the well being of the citizens. The large number of supporters that
are coming forth during this crucial time surely indicates how important the
band is to the community.
Last year, director Arceo was selected the Hawaii County Maner of the
Year. He credits the band members for making him win this award by their
devotion to their job, their willingness to maintain high performance
standards, and their loyalty to the County of Hawaii. The band represents
the mayor and the county well. At performances, it is often the only visible
representative of the county government. I humbly ask that you please
support the Hawaii County Band. Thank you.
