No. 741/Res. 312 -10 Your Committee on Finance, to which was referred Resolution No. 312 -10, reports as follows: Resolution No. 312 -10, transmitted by Director of Finance Nancy Crawford, via Communication No. 741 dated March 3, 2010, authorizes the payment of funds of a later fiscal year and of more than one fiscal year for a multi -year contract for greenwaste operations in West Hawai`i and East Hawaii. As the current contract is about to expire, the Department of Environmental Management intends to issue a Request for Proposals (RFP) to continue these services at the current greenwaste site at Hilo Landfill and to move the Kailua -Kona commercial greenwaste site to Pu`uanahulu. The new RFP will allow options for acceptance of other organic materials like biosolids, paper, food, and FOG's (fats, oils & grease) if and when funds for these services are available (to date, responses to composting RFPs have not been affordable). These would be steps toward banning organics from the landfills by 2012 as requested in the adopted Council Resolution No. 826 -09. Pursuant to Section 10 -11, Hawai`i County Charter, any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year must be approved by resolution. Department of Environmental Management Director Lono Tyson was present to answer Council Members questions.
