COMMITTEE ON FINANCE
Re: Comm. No. 739 /Bill No. 217
Your Committee on Finance, to which was referred Bill No. 217, reports as follows:
Bill No. 217, transmitted by Director of Finance Nancy Crawford, via Communication No. 739,
dated March 3, 2010, amends Ordinance No. 09 -65, as amended, the Capital Budget, ending
June 30, 2010, by adding the following project:
PUBLIC WORKS:
Kaumana Drive Flood Protection Project —
Federal 110.299.5292.72 [$191,000] $441 000
Kaumana Drive Flood Protection Project —
County 110.299.5292.78 $350,000
Funds for this appropriation increase shall be provided from:
Federal Grants Receivable $250,000
General Obligation Bonds, Capital Projects Fund —
Fund Balance and/or Other Sources $350,000
Under the provisions of the Watershed Protection and Flood Prevention Act; the County of
Hawaii, the United States Department of Agriculture Natural Resource Conservation Service
(NRCS), and the Waiakea and Mauna Kea Soil and Water Conservation District desire to
develop flood protection structures along Kaumana Drive for the Wailuku - Alenaio Watershed.
Earlier this year, NRCS provided $191,000 towards the estimated costs of engineering and
design surveys, and now an additional $250,000 is provided to complete design work. County
funds are required to replace a culvert on Wilder Road, as it is not in the Wailuku - Alenaio
Watershed, and for FEMA Conditional Letter of Map Revision (CLOMR) for the entire project.
Pursuant to Section 10 -6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with a two- thirds vote.
Department of Public Works Civil Engineer Galen Kuba was present to answer any Council
Member questions.
