Subject: • Proposed Amendment to Resolution No. 327 -10 relating to the Office of Housing and
Community Development Operating Budget
Resolution No. 327 -10 amends the operating budget for the Department of Housing. These amendments are
the result of additional allocations and HUD formula adjustments that were received after the April 6, 2010
Council Committee meeting.
1. The second WHEREAS clause is amended to read as follows:
"WHEREAS, the County of Hawaii anticipates a 2010 CDBG allocation of [$2,500,000] $2,998,922.00
and anticipates receiving $25,000 of additional program income from the Residential Emergency Repair
Program for a total of [$2,525,000] $3,023,922.00 of CDBG monies; and"
2. The third WHEREAS clause is amended to read as follows:
"WHEREAS, the County is a State recipient of the HOME Investment Partnerships (HOME) Program, and
has included for information purposes its proposed 2010 HOME program projects which includes
[$996,79] $999,573.00 of 2010 HOME program funds; and" •

RESOLUTION NO.
RESOLUTION AUTHORIZING THE MAYOR OF THE COUNTY OF HAWAII TO EXECUTE
AND SUBMIT THE 2010 ACTION PLAN AND ALL OTHER RELATED DOCUMENTS TO THE
UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE 2010
COMMUNITY DEVELOPMENT BLOCK GRANT AND TO THE STATE HAWAII HOUSING
FINANCE AND DEVELOPMENT CORPORATION FOR THE HOME INVESTMENT
PARTNERSHIPS PROGRAMS.
WHEREAS, the County of Hawaii is a direct recipient of federal
Community Development Block Grant (CDBG) Small Cities Program funds
from the United States Department of Housing and Urban Development
(HUD); and
WHEREAS, the County of Hawaii anticipates a 2010 CDBG
allocation of $2,998,922.00 and anticipates receiving $25,000 of
additional program income from the Residential Emergency Repair
Program for a total of $3,023,922 of CDBG monies; and
WHEREAS, the County is a State recipient of the HOME Investment
Partnerships (HOME) Program, and has included for information purposes
its proposed 2010 HOME program projects which includes $999,573 of
2010 HOME program funds; and
WHEREAS, it is required by HUD that before the County of Hawai i
receives its 2010 CDBG allocation, the County shall submit its yearly
Action Plan as required by the Consolidated Plan; and
WHEREAS, the Action Plan is a yearly plan that includes the
actual projects and activities that will be carried out with the
County's 2010 CDBG and HOME funds; and
WHEREAS, the CDBG and HOME projects and activities must meet the
priorities and objectives as described in the Consolidated Plan; and
WHEREAS, it is required by HUD that the County of Hawaii submit
certifications assuring conformance to related rules, regulations and
laws of the CDBG and HOME Programs; and
WHEREAS, a timely submission of the Action Plan for CDBG and HOME
funds, in accordance with appropriate federal regulations, is
necessary.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII, that the attached Action Plan is hereby adopted and the Mayor
of the County of Hawaii or, in his absence, the Acting Mayor or
authorized representative, is hereby authorized to execute and submit
the 2010 Action Plan and all other related documents and agreements
necessary to process the CDBG and HOME Programs to the United States
Department of Housing and Urban Development and the State's Hawaii
Housing Finance and Development Corporation.
BE IT FURTHER RESOLVED, that the County shall utilize the CDBG
and HOME funds in accordance with program rules and regulations and
comply with the program certifications attached to the Action Plan.
BE IT FURTHER RESOLVED, that the Mayor or, in his absence, the
Acting Mayor or authorized representative, is designated to act as the
representative of the County.
BE IT FURTHER RESOLVED, that a copy of this resolution be
transmitted to the Office of Housing and Community Development.
