Your Committee on Finance, to which was referred Bill No. 231 reports as follows:
Bill No. 231, transmitted by Director of Finance Nancy Crawford, via Communication No. 759,
dated March 11, 2010, adopts a pay plan for persons employed by the County other than those
whose pay is otherwise provided for, designating payroll periods, pay days, prescribing
requirements with respect to official fidelity bonds, and repealing Ordinance No. 09 -72 and all
amendments thereto, said ordinance to be known as the Salary Ordinance of 2010.
• The Special Assistant class of work was added to the list of classes in the Office of the
County Council
• The Administrative Assistant to the Deputy Clerk class of work was retitled by deleting
Deputy from its title. The position serves both the County Clerk and the Deputy County
Clerk.
• To be consistent, the Council Aide to the Council Chairperson and the Council Aide to
the Chair were retitled to Council Aide to the Chairperson in both sections.
• The Elections Clerk I class of work was retitled to Temporary Election Clerk to be
consistent with HRS §76 -77(9) Civil Service and exemptions that refers to temporary
election clerks employed in the Office of the County Clerk during election periods.
• The last sentence" excepting the bond of the treasurer which shall be in the custody of the
mayor." was deleted from the Official fidelity bonds section. Provisions of Section 2 -2
of the Hawai`i County Code requires that all bonds shall be in the custody of the Director
of Finance.
