REPORT OF THE
COMMITTEE ON PLANNING
Your Committee on Planning, to which was referred Bill No. 225, reports as follows:
Bill No. 225, transmitted via Communication No. 753, from Mayor William P. Kenoi, dated
February 25, 2010, presents a State Land Use Boundary Amendment Request by Greenhouse
Specialists, Inc., at Kea'au, Puna District, Hawai`i, covered by Tax Map Key:1 -6- 152:018. The
property is located on the southeast corner of the Kea'au Bypass Road and Milo Street
intersection, approximately one mile east of the Kea'au Town Center, Kea'au, Puna, Hawai`i.
Applicant is requesting an amendment to the State Land Use (SLU) district classification from
Agricultural to Urban district for approximately 1.646 acres of land. (Concurrently, the applicant
seeks a change of zone to change the district classification from an Agricultural - 20 acre (A -20a)
to Limited Industrial — 20,000 square feet (ML -20)). The subject property has been in use as a
site for a greenhouse and nursery supply outlet facility and related uses since 1996, under Special
Use Permit No. 931. The applicant intends to expand the existing facility to allow the retail sale
of tools and supplies. The applicant is seeking to rezone the subject property, rather than to
amend the Special Permit.
One member of the public testified in support of the SLU amendment and rezoning request. The
applicant, Don Seaton appeared before your Committee, accompanied by his attorney,
Tom Yeh, Esq.
Discussion on this matter was combined with accompanying Bill No. 226, which seeks a change
of zone for the subject property.
Council Member Dominic Yagong commented that it would be good to have enough parking
spaces in the facility. He also commented that the applicant should consider providing space for
future expansion and diversification.

Your Committee concurs with the Windward Planning Commission and the Planning Director's
favorable recommendation for approval of the request for an amendment to the State Land Use
district classification.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 225, and
recommends it pass first reading.
