Comm. 709.4: AN ORDINANCE AMENDING CHAPTER 7, CIVIL DEFENSE, ARTICLE 2,
(Bill 210) DISASTER CONTROL, OF THE HAWAII COUNTY CODE 1983 (2005 EDITION,
(Draft 2) AS AMENDED), RELATING TO EMERGENCY WATER SPIGOTS (regulates the
use of emergency water spigots, adds and corrects definitions, removes section 7 -8 on
water hauling charges, establishes that non - emergency use of spigots is for residential
use only, delineates actions that are prohibited, set the maximum number of gallons to
be taken per occasion at 500 gallons and assigns an appropriate penalty for violations
at not more than $500 or imprisonment for not more than 30 days)

(Comm. 709.4) and Communication 709.3 to the Committee on Public Safety and
Parks and Recreation.
Comm. 784: AN ORDINANCE AMENDING CHAPTER 7, CIVIL DEFENSE, ARTICLE 2, AND
(Bill 239) AMENDING CHAPTER 29, WATER USE AND DEVELOPMENT, OF THE
HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO
COUNTY WATER SPIGOTS (removes Section 7 -8 from Chapter 7, Civil Defense,
and adds a new Article to Chapter 29, Water Use and Development Plan, entitled
"Article 2. Public Spigots." The new article provides for the maintenance of public
water spigots by the Department of Public Works, regulates the use of water spigots by
setting the maximum number of gallons taken per occasion to 250, reserves one spigot
for users drawing 55 gallons or less, provides for Civil Defense to take jurisdiction and
control access to the spigots in an emergency, and assigns a penalty for violation at not
more than $1,000 or imprisonment for not more than 30 days)

Comm. 794: A RESOLUTION TO STRONGLY URGE THE 2011 STATE LEGISLATURE TO
(Res. 331 -10) PROHIBIT RIDING IN THE BACK OF OPEN BED PICKUP TRUCKS AND
ENCOURAGE OUR FELLOW COUNTY COUNCILS TO JOIN THIS EFFORT

Notice is hereby given that pursuant to Hawaii Revised Statutes (hereinafter "HRS ") §92 -3.5, the
Hawaii County Council will be conducting this Committee meeting via videoconference.
Councilmembers will be present at the following locations:
• Sheraton Keauhou Bay Resort & Spa, 78 -128 Ehukai Street, Kona; and
• County Councilroom, Hawaii County Building, 25 Aupuni Street, Hilo.
Public Attendance Via Videoconferencing is available at the locations above and at the Waimea Council
Office at the Holomua Center, 64 -1067 Mamalahoa Highway, Suite 5 until 4:30 p.m., or later in the
event public witness testimony has not been completed. If audio stream between Kona and Hilo is lost
for more than a short period of time, the meeting will be terminated.
