Many of these roads in limbo have not been surveyed. It would be inappropriate and risky for the County to cooperate with private parties in making improvements to property which may belong to persons other than the County. 2. Persons who improve these roads may feel they have the right to exclude others from using these roads. These roads must remain public and should not be blocked or gated. 3. Because the roads are public, the public has liability for these roads, yet there would be no public oversight as to the safety of the private improvements to these roads, the potential damage that construction of roads might cause neighboring property owners and the environment. Our Roads in Limbo should be surveyed to determine their exact locations, and evaluated for their potential public use as vehicular or recreational right -of -ways and for the environmental consequences of improving these roads.
