Your Committee on Finance, to which was referred Resolution No. 152-99, report as follows:
Resolution No. 152-99, transmitted by Mayor Stephen K. Yamashiro, via Communication
No. 469, dated September 22, 1999, authorizes the granting of a license to the Hawaii Shima
Japanese Immigrant Museum at One Pauahi Place, TMK No. (3) 2-2-05:033.
The administration has reached a tentative agreement to grant Mr. Kiyoshi Okubo, a license to
temporarily relocate the E Iawai`i Shima Japanese Immigrant Museum into a 5,000 square foot
area of One Pauahi Place.
Pursuant to Sections 2-] t 1 and 2-119, Hawaii County Code, the council may by resolution
approved by a majority of its members, direct the finance director, afrer consultation with the
chief engineer, to issue licenses through negotiations for a period not to exceed one year,
provided that the finance director may allow the license to continue for additional one-year
periods on a month-to-month basis.
Some members of Your Committee expressed concerns related to ADA compliance, liability
insurance, utility payments, renovation and maintenance costs, nonprofit status, and property
rights. Deputy Corporation Counsel Gerald Takase will research these matters prior to the next
Council meeting.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 152-99,
and recommends its adoption.
