Re: Operating Budget
The Geothermal Relocation and Community Benefits Fund Program was established for
the relocation of owner - occupants residing near the Puna Geothermal Venture's plant and
who want to be permanently relocated, and to fund expenditures for the benefit of Lower
Puna; including but not limited to, road improvements, water infrastructure development,
land acquisition, parks and recreational facility needs, civil defense mass transit
improvements. Expenditures of this fund are to be made in accordance with appropriations
adopted by the Hawai'i County Council after receiving recommendations from the Planning
Director.
Council Member Emily Naeole- Beason has requested that $350,000 of Geothermal
Relocation and Community Benefits funds be used towards the paving of the Opihikao
(Kama'ili) Road. Planning Director BJ Leithead Todd has given her recommendation
towards this project.
Enclosed is a bill for an ordinance to amend the Operating Budget and appropriate the
Geothermal Relocation and Community Benefits funds for improvements to the Opihikao
( Kama'ili) Road. These monies will be transferred into the Capital Projects Fund for this
project which has already been appropriated in the Capital Budget.
To help expedite this project, the Department of Public Works requests that this bill be
waived from the Finance Committee and heard at the May 5, 2010 Council meeting.

Amend Ordinance 09 -64, Operating Budget FY 2009 -2010, to increase the budget for the
Geothermal Relocation and Community Benefits Fund as follows:
095.3609.10 Fund Balance from Previous Year $ 350,000.00
095.801.5801.54 Transfer to Capital Projects Fund - Geothermal $ 350,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Council Member Emily Naeole- Beason had requested $350,000 to help fund the paving of the
Kama'ili Road. On October 5, 2009, the Planning Department Director, via a memo responded
recommending approval for the requested funding from the Geothermal Relocation and Community
Benefits fund for Improvements to Opihikao (Kama'ili) Road. These funds will be expended for road
paving. A revised location map is attached.
The Department requests that this bill be waived from the Finance Committee and proceed directly for
Council's review to help expedite this project.

RE: Bill No. 244 : An Ordinance to Amend Ordinance No. 09 -64, as Amended, the
Operating Budget for the County of Hawai`i for the Fiscal Year Ending June 30, 2010.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above - referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
