Your Committee on Finance, to which was referred Resolution No. 154-99, reports as follows:
Resolution No. 154-99, transmitted jointly with Bill No. 144 by Finance Director Harry
Takahashi, via Communication No. 481, dated October 7, 1999, authorizes the Mayor to enter
into an agreement with the ilnited States of America for a COPS Universal Hiring Supplemental
grant.
The U.S. Department of Justice Office of Community Oriented Policing Services is desirous of
providing funding for expenses to implement more effective crime-fighting strategies. To meet
this challenge, more police officers are needed on the streets to link citizens and law enforcement
officers in a partnership. Said grant provides For seven (7) additional community policing
officers.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 154-99
and recommends its adoption.
