Ordinance No. 09 -48, as amended by Ordinance No. 09 -100 and <br /> Ordinance No. 10 -38, is further amended by amending Section 7 to read as follows: <br /> "SECTION 7. This ordinance shall take effect [June 15, 2010.] October 31, <br /> . 2010." <br /> SECTION 2. Material to be repealed is bracketed and stricken through. Material to be <br /> added is underscored. <br /> SECTION 3. Severability. If any provision of this ordinance or the application thereof <br /> to any person or circumstance, is held invalid, such invalidity does not affect other provisions or <br /> applications of the ordinance which can be given effect without the invalid provision or <br /> application, and to this end, the provisions of this ordinance are to be severable. <br /> SECTION 4.
