COMMITTEE ON FINANCE
Re: Comm. No. 768
Your Committee on Finance, to which was referred Communication No. 768, reports as follows:
Communication No. 768, transmitted by Mayor William P. Kenoi, dated March 25, 2010,
nominates Mr. Glen Matsuda, Ms. Gloria Wong, Ms. Marilyn Nicholson and Ms. Patricia
Provalenko to serve on the County of Hawai`i Cost of Government Commission.
Council District 2 — A 58 -year resident of Hawai`i, Mr. Glen Matsuda has been employed since
1975 as the Auditor -V Supervisor with the Department of Labor and Industrial Relations
Unemployment Insurance Division. Mr Matsuda serves as a member of the Hawai`i State
District 50 Lions — Budget/Finance Committee and was a former member of the Hawai`i County
Fire Commission. A democrat, he will serve a term to end eleven months after confirmation.
Council District 4 — A 57 -year resident of Hawaii, Ms. GIoria Wong is a self - employed
business consultant and a freelance writer. She is a former member of the Hawai`i County Board
of Appeals. A democrat, she will serve a term to end eleven months after confirmation.
Council District 6 — A 35 -year resident of Hawai`i, Ms. Marilyn Nicholson retired in 2007 as
the Executive Director of the Volcano Art Center. Ms. Nicholson recently completed a term as a
member of the County of Hawaii Board of Ethics and is a former member of the Hawai`i
County Cost of Government Commission. A democrat, she will serve a term to end eleven
months after confirmation.
Council District 9 — A 25 -year resident of Hawai`i, Ms. Patricia Provalenko is the President and
Property Manager of PATDI, Inc. She is a member of the Hawai`i Island Economic
Development Board and the Parker School Trust Corporation. Ms. Provalenko also is a former
member of the Hawai`i County Cost of Government Commission. Of no political party
affiliation, she will serve a term to end eleven months after confirmation.
Corporation Counsel Lincoln Ashida was present with Mr. Glen Matsuda and Ms. Gloria Wong.
Council Member Onishi advised Mr. Matsuda and Ms. Wong that they need not appear before
the full Council for confirmation.

Pursuant to Section 5 -3.2, Hawai`i County Charter, the Cost of Government Commission shall
consist of nine members, a resident from each council district, appointed by the mayor with the
approval of the council.
Your Committee on Finance is in accord with Mayor Kenoi's nomination and recommends the
confirmation of the appointment of Mr. Glen Matsuda, Ms. Gloria Wong, Ms. Marilyn
Nicholson and Ms. Patricia Provalenko to serve on the County of Hawai`i Cost of Government
Commission.
