As a tropical fish diver ,exporter and a member of the WHFC (West Hawaii Fishing council), I oppose the white
list and limited entry program as it is currently proposed. The goal of the limited entry program was to reduce
the number of divers catching live tropical fish. There was a limited entry date set as August 2005, those who
had a permit at that time and could prove the were making there living using it, as well as being compliant with
all other regulations and requirements would receive a limited entry permit, all others would have to discontinue
collecting live fish when there currant permit expired This was the proposal that the WHFC came up with and
passed by majority vote. The way RES 308 -10 is amended, the divers who qualify will receive there limited
entry permits, but DAR will still issue permits to anyone for collecting live fish, the only requirement is they have
to dive with a limited entry diver. This may not sound like a bad thing, but this is not limiting the number of
divers as planned . In originally proposed by the WRFC, the divers that qualified for limited entry would have to
dive alone, witch many do, or find a dive partner within the limited entry group. For example, in the original
proposal, if 20 divers qualified for limited entry there would only be 20 collectors, as it is now proposed each
one of this 20 divers can recruit a new person as a dive partner which would total 40 collectors. I believe we
need to reduce the number of divers collecting live fish but as I
just explained this is not going to work, the only change this will make is to give a few diver ownership of there
permit, which was never a request by any divers I now, and I've been collecting live fish for 15 years in Hawaii
