Your Committee on Finance, to which was referred Resolution No. 156-99, reports as follows:
Resolution No. 156-99, transmitted jointly with Bill No. 146 by Finance Director Harry Takahashi, via
Communication no. 492, dated October 1 l , 1999, authorizes the Mayor to enter into an agreement with the
Federal Emergency Management Agency (FEMA) for a FEMA Project Impact grant.
The U.S. Congress gave authority to the FEMA director to carry out an initiative that would put into place a
national pre-disaster mitigation effort. The County of Hawaii was invited to participate in this initiative
called Project Impact.
The County of Hawaii has submitted an application to FEMA for a series of measures designed to mitigate
the impact of natural disasters on Hawaii island through a program involving a wide array of public and
private sector parties.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent of the council
to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of
the powers granted by law to furnish, expend and receive any funds or other assistance in connection with
projects being or to be undertaken pursuant to those powers.
An amendment was made to Resolution No. 156-99 as follows:
NOW, THEREFORE BE IT RESOLVED BY THE COUNTY OF HAWAI`1 that the Office of
the Mayor is authorized to enter into an Agreement with Federal Emergency Management
Agency to carry out a program to study preparation for and mitigation of natural disasters,
jsuch as] including but not limited to floods, earthquakes, wildfires, hurricanes and tsunamis,
and to improve emergency education, communication and warning systems and to harden
emergency energy systems.
Your Committee on Finance is in accord with the purpose end intent of Resolution No. 156-99, as amended to
