1. Speaking in support of Bill 234, which will defer implementation of
the International Energy Code (IEC), and thereby provide time to
eliminate some requirements that simply don't pass a common sense
test
2. In particular, many homes on the island don't need heat or air
conditioning and for these homes, insulation in walls, ceilings,
thermal and tinted glass are counterproductive.
a. My home is sited along the Mamalahoa Hwy as many are, and
was built over 60 years ago, and has no heat or air
un conditioning.
"' b. Many other homes are also at, or will be built at an elevation
d. These homes were and will continue to be wisely built, in a
naturally energy efficient "sweet spot ".
e. I even have an ohana house on the property that has no glass
windows, simply screens and blinds. If I were to take a building
permit to modify or expand it, I fear that I might have to install
thermal windows on the addition, which makes no sense if the
rest of the house has no glass. Does this make sense? No, it
doesn't.
3. This issue came up when the IEC implementation was discussed
some year ago, but I am pleased to see that some consideration is
being given to fixing at least this one glaring illogical requirement. I
also suspect that there are other requirements of the IEC that
warrant tailoring to our unique setting.
4. Please pass this bill, and take the time to tailor our energy building
code requirements so that they make sense.
