Many homes, my own included have neither as there is in many places on the island with no need. My house is located at about 1,500 foot elevation, on the Mamalahoa Highway, as many homes are, and has neither heat nor air conditioning. So, no matter how well intentioned, requiring irisualtion and window tint can have no energy savings. My house is already built and so is not directly impacted now, but what if I were to take out a permit for an addition? Window tinting is furthermore counterproductive as because my house has fairly large overhangs over the windows to prevent rain coming in, we need all the light that comes in the windows during the day, especially in the cloudy Kona afternoons. So, let's see how this will work, add tint, then turn on the lights during the daytime, and consume more energy! 1 suspect that the Mamalahoa Highway is located where it is because long ago people lived where it was naturally comfortable. A good example of good energy planning and living in harmony with the enviornment. Leave that be as it is, undo the upcoming non - productive /counterproductive requirments on those who are already living, or planning to live in an energy efficient manner. This is a classic case of unintended consequences. Given the fact that many homes are located, and • more will be built at elevations not requiring heat or air conditioning all that will happen is that extra cost will be incurred for no beneficial gain in those locations.
