Honorable Councilpersons,
My name is Earl Yempuku and I am the current Legislative Committee Chairman for the Hawaii Island Contractor's
Association. We are a building and construction trade organization based on the Big Island consisting of
approximately 150 members who are licensed general and specialty contractors, building material and equipment
suppliers, and others with ties to the construction industry.
I am writing on behalf of the HICA in support of delaying the implementation of Bill 385, relating to the IEC code.
We feel there may be questions as to some of the provisions in the Code which should be modified for our unique
environment here in Hawaii County. Delaying the implementation would seem to be only prudent, to give time to
thoroughly examine the effects of this bill and any changes that should be considered.
