Aloha and thank you for requesting the architects's opinion concerning the Energy Code.
1. I am in favor of the energy code where it applies.
2. The problem in Hawaii is that we rarely need air conditioning or heat in most locations and so the
adage "one size fits all" is once again in force.
I understand the problem that if I build a building today that does not include insulation, then when
the building is sold, the new owner places
air conditioning and or heat in the building that is not insulated. This does not meet any energy
code. I believe that the sale of air conditioners
and heating should not be permitted unless the building is refitted with appropriate insulation. This
would change how people do business.
3. I believe that if you want to have a house without air conditioning or heat, you should be allowed to
do this without required insulation.
However, you should not be allowed to add a/c or heat without insulating the structure or rooms that
you want to condition.
