Subject: New Energy - Efficiency Building Standards ??

Thank you for delaying the Energy - Efficiency building standards Hawaii County plans to start enforcing May 11,
2010.
I believe the true cost/benefit needs to be studied more.
If you read Energy - Efficiency Building Standard bill #385 you will agree it is written by engineers who love tables
and formulas.
I am sure when the data is translated so the regular person can understand the true building demands of the bill it
will be to late.
Just one example of translating the new bill, I believe in sec 402.42 regarding "Jalousie window leakage"
standards, it wants you to build insulated, airtight house like on the mainland.
So after the formulas are translated it would mean NO jalousie and only double glazed tinted windows would meet
the requirement.
I am a home owner planning to build a new home for my family.
I believe that if I translate the New- Energy Efficiency standards, I should now build a house with Double Insulated
Tinted windows, have no air leakage and install central air system.
Is this the intent of the bill to use less Energy?
We live in Hawaii, a Tropical climate, with Trade Winds that naturally cool our homes.
I believe if the objective is to be more Energy - Efficient, there are other alternatives that would work.
You may want to research "Hawaii Home Energy Book" by Jim Pearson, written with the Research Corp. of the
University of Hawaii in 1978.
A great book for Energy - Efficiency Building in Tropical Hawaii Climate for the average person to understand.
Again, Thank you for being concerned for the public and not rubber stamp a poor bill
