Gate APR 4 _, _ 7'2 1310 Testimony In Support of Bill No. 234 AN ORDINANCE AMENDING ORDINANCE NO. 09 -48 AS AMENDED BY ORDINANCE NO. 90 -100 RELATING TO THE INTERNATIONAL ENERGY CONSERVATION CODE By Al Lardizabal, Director of Government Relations Hawaii Laborers' Union To the Hawaii County Council 25 Aupuni St., Suite 209 Hilo, Hawaii 96720 April 7, 2010 Chairman J. Yoshimoto and Members of the Hawaii County Council: The County of Hawaii is commended for its foresight in pursuing energy conservation precepts and principles by adopting the International Energy Conservation Code in 2009. However, serious concerns about the impact of the Ordinance and the language of the law have risen as the date for implementation approaches. Concerns about the cost of construction, the affordability of homes and the ability of the residents to comply with the confusing technical requirements of the law should give the County pause in implementing the law well intentioned and ideal as it is. The Hawaii County Council has waived the procedural committee review and wants the hill Council and the public to have the opportunity to consider Bill 234. The public is grateful for this opportunity. While a thorough review by experts, stakeholders and the community should have previously addressed in depth the current concerns, a second opportunity to revisit the law can only add to the public confidence in the governmental process and its leaders. Thank you for the opportunity to submit this supporting testimony.
