My name is Leslie Isemoto, President of Isemoto Contracting Co., Ltd. We are a loc
contractor doing business on the Island of Hawaii since 1926.
We believe in the global push for energy conservation and the County of Hawaii should
adopt ordinance toward energy conservation. However, I have reviewed previous drafts
of amendments to the 2006 International Energy Conservation Code (IECC) and I believe
it will drive home construction cost up without benefit for energy conservation.

Of primary concern are fenestration and insulation requirements for residential
construction. If the home will not be a conditioned space, why are we requiring roof and
wall insulation? I have not seen any amendments to the floor insulation requirement of
R -13. Typical post and pier wood framed floors will require insulation.
Bill 23f will delay the effective date to January 11, 2011, and provide additional time to
review and amend objectionable sections of the 2006 IECC.
