RE; -. 2010 flPR 15 819 8 113 Cal.); -t t Ct E `e�1',31 coot l +:I. }+ I am generally supportive of energy efficiency especially as part of my job as an engineer for a private water/wastewater company here is in charge of alternative energy efforts for the company. My concern, with what I know about the proposed bill is with the requirement for insulation. I have been unable to find an actual copy of the bill or its code, so I may not have all the information, but I want to be sure that the insulation requirement is amended to allow unconditioned homes an exemption from the requirement. It would not make any sense to require insulation in an unconditioned home. Many homes on the island, including mine do not have or need any heat or air. It would not make sense to require insulation in any new, remodeled or additions on homes that are not conditioned. In fact it would probably make them uncomfortable and force the owner to add conditioning and increase energy use where there was no energy use (for conditioning) in the first place.
