Kona Bali Kai & Banyan Beach Crosswalks & Parking lot 4 SUBMITTER. Brenda Ford 5. COUNCIL BENEFIT DISTRICT(S)' 7 & 8 6 TMK/JUDICIAL: 7 -6 -015 & 7-6 -014 N. Kona 7. LOCATION (COUNCIL)' 7 8 TOTAL COUNTY FUNDS NEEDED THIS FY: $600,000 9. CAPITAL PROJECT ELIGIBILITY (List Criteria): Public Safety, ADA compliance 10. PROJECT/PROGRAM DESCRIPTION: 1. Install 2 crosswalks with pedestrian - controlled signal lights and appropriate street markings across Ali'i Drive. 2. Construct a parking lot to take parked vehicles off of the makai side of AIi i Drive. 3. Repave approximately 500 feet of the street to make it ADA compliant for wheelchair and pedestrian traffic 11. PROJECT JUSTIFICATION & OUTCOME(S) (List all that apply): This section of AIri Drive has high traffic volume and speeding on a blind curve. Pedestrians and wheelchair users need to be able to cross the Drive and traffic does not permit sufficient time for wheelchair users or allow sufficient line -of -sight to slow for pedestrians The project will increase safety, slow traffic, and make a more walkable community in compliance with the Kona Community Development Plan. The parking lot will reduce the street parking on the makai side of AIi i Drive to improve the safe of the pedestrian way 12. LONG RANGE PLANS /COMMUNITY VALUES Compliance with the Kona Community Development Plan for safe and walkable communities, provides two pedestrian - controlled signal lights t assist with safety 13. The as -built maps are complete, the owner of the lot for the parking lot is in negotiations, the parking lot design is finished, engineering for the pavement and pedestrian - controlled signal lights are in progress.
