CAPITAL PROJECT ELIGIBILITY (List Criteria): Public Safety & Traffic Circulation Improvement: This is one of the most dangerous intersections in Kona due to the merging of three streets (Kuakini Highway, Walua Road, and Oni Oni Street), two of which have stop signs, but Kuakini Highway has no stop signs or signalization. 10. PROJECT /PROGRAM DESCRIPTION: This intersection needs a traffic analysis, engineering and signalization on all three roads to reduce /eliminate collisions 11. PROJECT JUSTIFICATION & OUTCOME(S) (List all that apply): Walua Road connects on the mauka end to Kuakini Highway and on the makai end on Ali'i Drive making this road a mauka- makai connector for evacuation from the shoreline. Traveling north on Kuakini Highway, just before the intersection, is a speed limit change from 45 MPH to 35 MPH. Vehicles making left tur onto Kuakini Highway from Walua Road attempt to "beat the traffic" by unsafely merging into traffic which has not sufficiently slowed in the north -bound lanes, and frequently fail to notice the speed of the vehicles traveling south - bound. North -bound traffic on Kuakini Highway that turns left onto Walua does not need to stop while Walua vehicles turning left (north- bound) onto Kuakini Highway must stop but misjudge the speed of oncoming vehicles and frequently collide with southbound vehicles on Kuakini Highway or those vehicles making a left turn from Walua northbound onto Kuakini Highway signalization will improve public safety and traffic circulation, and reduce vehicular collisions 12.
