9. CAPITAL PROJECT ELIGIBILITY (List Criteria): Land acquisition, engineering, infrastructure improvement
10. PROJECT /PROGRAM DESCRIPTION: Construct approximately 1,400 feet of a new 60- foot -wide road to extend La'aloa Avenue from Its present terminus to the Kuaklnl Highway, including a
full movement signalized intersection with acceleration /deceleration lanes on Kuakinl Highway. Construction also includes upgrading lower La'aloa Avenue though White Sands Beach Estates
Subdivision.
11. PROJECT JUSTIFICATION & OUTCOME(S) (List all that apply): Provide a new mauka to makai connector from Alibi Drive to Kuaklni Highway to Improve vehlcular, pedestrian, and bicycle
traffic circulation in this area. Increased density of housing (single and multiple - family) has generated a great need to provide improved access to the greater Keauhou Makai area for Fire
Protection Services and EMS, and provide another evacuation route from AIi'i Drive in the event of fire, earthquake, hurricane, or tsunami.
12. LONG RANGE PLANS /COMMUNITY VALUES: Connection of La'aloa Avenue to Kuakini Highway is included In the Kona Community Development Plan. The Hamill County General Plan
recognizes the crucial need for mauka -makai connectors that reduce congestion, maintains the ambiance of scenic AII'i Drive (which may soon become a scenic corridor), allow motorists to
reach their destinations efficiently and safely, provide improved access to the g eater Keauhou Makai area for Fire Protection Services and EMS, and provide another evacuation route from AII'I
Drive to Kuakinl Highway in the event of fire, earthquake, hurricane, or tsunami.

15. IMPACT ON OPERATIONAL BUDGET: Highway Maintenance and Traffic Division will have an additional 0.27 miles of road to maintain.

Drive and Kuakini Highway, and provide additional access for Fire Protection Services and EMS to the Keauhou Makal area.
