TOTAL COUNTY FUNDS NEEDED THIS FY: $4,450,000 9. CAPITAL PROJECT ELIGIBILITY (List Criteria): Land acquisition, engineering, infrastructure improvement 10. PROJECT /PROGRAM DESCRIPTION: Construct approximately 1,000 feet of a new 60- foot -wide road to extend Lako Street from Its present terminus to AII'I Drive. Work will include 8 full - movement signalized intersection at AIi'i Drive and a traffic signal upgrade at the Intersection of Lako Street and Queen Ka'ahumanu Highway. 11. PROJECT JUSTIFICATION & OUTCOME(S) (List all that apply): Provide a new mauka-makai connector from the existing terminus of Lako Street to AIN Drive to Improve vehicular, pedestrian, and bicycle traffic circulation in this area from AIi'i Drive to the Queen Ka'ahumanu Highway. Increased density of housing (single and multiple - family) has generated a great need to provide improved access to the greater Keauhou Makai area for Fire Protection Services and EMS, and provide another evacuation route from AII'I Drive In the event of fire, earthquake, hurricane, or tsunami. 12. LONG RANGE PLANS /COMMUNITY VALUES: Connection of Lako Street to AII'l Drive is included in the Kona Community Development Plan. The Hawaii' County General Plan recognizes the crucial need for mauka-makai connectors that reduce congestion, maintains the ambiance of scenic AII'I Drive (which may soon become a scenic corridor), allow motorists to reach their destinations efficiently and safely, provide improved access to the greater Keauhou Makal area for Fire Protection Services and EMS, and provide another evacuation route from AIN Drive via Lako Street to the Queen Ka'ahumanu Highway in the event of fire, earthquake, hurricane, or tsunami. 13. It will Increase public safety by providing another evacuation route between AIN Drive and Kuakini Highway, and provide additional access for Flre Protection Services and EMS to the Keauhou Makal area. 17, PROJECT READINESS (Llat all that apply): Previously appropriated, Environmental Assessment completed planning complete. Land acquisition and design already underway. Funds for construction can be encumbered within the next two fiscal years. 18.
