I am writing to strongly urge you to pass two very in octant billsa,biII
which affect 1-~11 of us residents of the County. Specifically, I request you to
pass Bill 26 . :d Bill 265.
The former eciates to the potential for conflicts of interest in votes by the
Council members, Some degree of conflict appears for each voting
Council member at some time. Generally it is insignificant in affecting the
outcome, bus at other times, the conflict is real and the consequences of
influenced iec or the appearances thereof are of significant concern •
to the public. This potential for conflict abounds when so many campaign
contributors .,c to Council members with requests for their voting support.
The only wa _o completely remove any chance or appearance of
money- infIue:.:ad voting is for Council members who have received any
reportable cibution always to refrain from voting on issues relating to
the contrib.i As $100 is the State Campaign Spending Commission
threshold for r:- orting to the public, it is the essential threshold for any
Council me. >_•r to recuse himself or herself from voting on contributor
issues. To l.he level higher would mock the effort.
The Council r tads to pass this Bill 264 to regain full public confidence and
to separate the Council's lawmaking from the passing of private and
corporate mn,- ) You are fortunate to have such a bill before you, and
again I urge you all to vote its passage.
