Thank you very much for your letter 6/23/2000 and copy of Memo from
Takashi Domingo.
The Environmental Assessment has not been begun yet by Public Works
Department concerning the Realignment of highway 137. AnEA is deemed
necessary by OECC, see Leslie Segundo at 974 4000 ext. 64185,
for the realignment pnnti.on of Higgway 137. The repaving does not require
an EA; thus the Highway 137 road improvements could be done as two
sepatate projects, facilatating a timely completion in order to comply
with the FEMA time restriction of January 31, 2001 to spend the
$2,000,000.00 designated for Road improvements in Puna.
Please do everything in your power to expidi4te the EA and subsequent
Highway Road Improvements; thereby keeping Highway 137 open to
through traffic fnom Kaimy Kalapana to Kapoho and inclusive of all poi$ts
in between. Thank you for all of your assistances to us here.

As per my telephone conversation with Leslie Segundo today 6/28/2000
the Highway 137 REPAVIi,G process itself does not require an
Environmental t:ssesment and so the repaving from, Kalani Hor.ua
to ro Miki could be done as a separate project Ommitting the
three dangerous areas that require realignment of the road
at these three dangerous points.
The REALIGMEET Project could be aisignated as a separate project
and -during i::e EA Process which could be expidited in three months,
the repaving process of the 7 m:iie streatch could be under way.
Thus a major portion of the ri,21A monies, 4P2,000,000.00, could be used
to repave Highways 137 during the waiting period dictated by the
EA process and then the realignme.t could then take place.
These words to you are a suggestion of what you could be doing to
assist us heie it, the tuna I'akai atea to continue our use of
Highway 137 as a through way Road from haimyt Kalaparta to Pohbiki
and on to kapoho. w
The public safety far outwiiggs the color of the Roadaitself.
Kamaili Road, the Opihikau road running genneraily north and south,
connecting highway 130 and highway132 is so substandard, with an
extremely steep grade over the top portion, that to even think of
Kamaili Road expe.iencing a heavy flow of traffic is frightening
aVd totally unacceptable. If the realignment of the three darge.:ous
area5of Highway 137 does not happen and the highway 137 is blocked off
dnclusive of the approximate 2 1/2 mile stretch, the public would be
forced to use hamaili Road much more often in orderto reach Highway 13q
from IIighway 130. There are ma" more people living in the area now.
Thank you very much for your adaed assistance to us here in keeping
highway 137 open for through traffic in the entire iength of
Highway 137. should at, emergency occur it is imperative that
Highway 137 be open to a�iow through tratfic in an area that is already
beginning to feel the effects of additional population. 'Please respond

Subject: Kalapana Road Realignment Project
Early Consultation For Draft Environmental Assessment
The County of Hawaii, Department of Public Works is proposing the Kalapana Road Realignment
Project. Funding of this project is being provided through the Federal Emergency Management
Agency's Disaster Assistance Program.
Planning work for this project is now being conducted along with the preparation of a Draft
Environmental Assessment (Draft EA). Therefore, we would like to solicit any comments, concerns, or
regulatory requirements your department may have on this project so that it may be addressed in the
Draft EA. We would greatly appreciate your cooperation in providing us with any written comments
within 21 days of the date of this letter.
This roadway project is located in the Puna District of the island of Hawaii, and is planned to involve the
following improvements to Highway 137, Kapoho-Kalapana Beach Road:
1. Realign three (3) existing segments of Kapoho-Kalapana Beach Road. These segments are
identified as Sites A, B. and C on the enclosed exhibit.
2. In addition, possible resurfacing of 13.2 miles of this roadway consisting of two (2) segments.
The first segment is between Kalani Honua Cultural Center and Pohoiki Road (9-7 miles), and
the second is between Pohoiki Road and Kapoho-Kumukahi Lighthouse Road (3.5 miles).
A project location map is provided which shows the general corridor being considered for each of the
three realignment sites. Alternative realignment routes are currently being planned for each of these
sites. The purpose for this realignment project is to provide continued ingress and egress into this area
for residents and emergency vehicles since portions 3f this roadway have deteriorated over time due to
natural hazards and surf conditions along this coastline.
