Dear Chairman Yoshimoto and Council Members:
It is my pleasure to inform you that I have nominated the following individuals to the County of
Hawai'i Cost of Government Commission:
Council District 1 — Kenneth Armour is a five -year resident of Hawaii. Since 2004, he is
employed as president of Malika Orchids. Mr. Armour is involved with organizations such as the
Hawaii Orchid Growers Association, Hawaii Orchid Society, and Orchid Growers of Hawaii.
He states that he is not affiliated with any political party. If confirmed, he will serve a term to
end eleven months after confirmation.
Council District 5 — M. Eileen O'Hara is a 29 -year resident of Hawai'i. From 1996 to 1999, she
was employed as Solar Electric Program Coordinator with HELCO. Ms. O'Hara's community
service included membership with Envision Downtown Hilo, VisionKeepers and the Governor's
Environmental Council. Ms. O'Hara states that she is not affiliated with any political party. If
confirmed, she will serve a term to end eleven months after confirmation.

RE: Communication No. 826 : Appointment of Kenneth Armour of Council District 1
and Eileen O'Hara of Council District 5 to the County of Hawai`i Cost of Government
Commission.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
