No. 793/Bill No. 240 Your Committee on Finance, to which was referred Bill No. 240, reports as follows: Bill No. 240, transmitted by Director of Finance Nancy Crawford, via Communication No. 793, dated April 20, 2010, amends Ordinance No. 09 -64, as amended, the Operating Budget, ending June 30, 2010. The amendment is as follows: FROM: 3308.23 3308.59 Federal Grants — State Incentive Grant Federal Grants — SPF State Incentive Grant — Phase II General $< 750,000> General 2,103,141 TOTAL $ 2,103,141 TO: 010.111.5111.67 Strategic Prevention Framework — State Incentive Grant General $< 750,000> 010.111.5111.68 SPF — State Incentive Grant — Phase II General 2,103,141 TOTAL $ 2,103,141 The County of Hawai`i was awarded $2,103,140.28 for its Strategic Prevention Framework — State Incentive Grant (SPF -SIG) Phase II program. These monies, derived from federal funds, were awarded by the Alcohol and Drug Abuse Division of the State of Hawaii Department of Health. In anticipation of getting this grant, $750,000 was already budgeted in this fiscal year's budget. The monies from Phase I and II were grouped together when they were transferred by Resolution No. 246 -09, from the Prosecutor's Office to the Office of Management. To better distinguish between the first and second phase of this project, this bill separates the funds by decreasing the current year's appropriation of $750,000 from the original set of accounts and appropriates the total amount of the Phase II grant into new account numbers. FC Rept. No. 166 Comm. No. 793 Bill No. 240 Page -2- Kalani Kahalioumi and Steven Mosciatti from the Office of Management were present to answer Council Member questions. They explained that these Federal funds come with strict guidelines on how the funds may be used. Service providers and organizations who apply for the funds must offer an evidence -based program to fight against underage drinking. These are programs, proven to work in other areas throughout the country, which may be adapted to local cultural circumstances. Mr. Mosciatti agreed to send additional information to all the Council members.
