REPORT OF THE
COMMITTEE ON PLANNING
Your Committee on Planning, to which was referred Bill No. 242, reports as follows:
Bill No. 242, transmitted via Communication No. 798 from Mayor William P. Kenoi, dated
April 21, 2010, presents a Request for Change of District Classification by Wailani
Development, LLC, at Ponahawai, South Hilo, Hawai`i, TMK: 2 -3- 037:001, 2 -3- 044:019, and
2 -3- 049:053.
Bill No. 242 seeks to amend Section 25 -8 -33 (City of Hilo Zone Map), Article 8, Chapter 25
(Zoning Code) of the Hawai`i County Code 1983 (2005 Edition), by changing the District
Classification from Project District (University Terrace) to Project District (Wailani
Development).
There was no public testimony. Applicants were represented at the meeting by Mr. Sidney Fuke.
Several of your Committee members praised the development, stating that it would bring new
life to the area, infusing the community with medical services, senior housing, commercial
enterprises and eateries.
Council Member Brenda Ford stated several objections to the projects; among the most
verbalized were her calculations that the developers would delay proceeding with the project for
21 years, and that the residential area would be a big cul -de -sac.
Mr. Fuke explained to your Committee members that the master plan was a conceptual plan
only, and that the developers were in the process of having further detailed studies done before
they proceed. Mr. Fuke reminded your Committee members that the change in project district
was necessary, since new owners were going to develop the area. Ms. Ford strongly reiterated
her concerns regarding timing of the project, flooding, location of various phases of the project,
and use of cul -de -sacs. Mr. Fuke and Deputy Director Margaret Masunaga were unable to
assuage Ms. Ford's concerns. Mr. Keola Childs from the Planning Department re- verbalized the
information provided by Mr. Fuke and Ms. Masunaga, and Council Member Ford yielded the
floor. There was no further discussion on the matter.

Your Committee concurs with the Windward Planning Commission and the Planning Director's
favorable recommendation for approval of the Change of District Classification request.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 242 and
recommends it pass first reading.
