Home My WebLink AboutRES 346 Draft 01 2008-2010COUNTY OF HAWAII RESOLUTION NO. 346 10 STATE OF HAWAII RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE UNITED STATES OF AMERICA, PURSUANT TO HRS 46 -7, FOR THE FY 2009 ASSISTANCE TO FIREFIGHTERS GRANT FOR THE HAWAII FIRE DEPARTMENT WHEREAS, the U.S. Department of Homeland Security, through its FY 2009 Assistance to Firefighters Grant program, has authorized funding to the Hawaii Fire Department; and WHEREAS, the purpose of the Assistance to Firefighters Grant program is to protect the health and safety of the public and firefighting personnel against fire and fire - related hazards; and WHEREAS, the purpose of this grant is to provide for firefighter safety through the provision of appropriate and standard compliant personal protective equipment; and WHEREAS, along with the County's share, the funds will be used to purchase replacement turn -out coats and pants for the fire personnel; and WHEREAS, Hawaii Revised Statutes, Section 46 -7, requires that county departments obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, in accordance with section 46 -7, Hawai'i Revised Statutes, that the Mayor of the County of Hawai'i is authorized to execute, on behalf of the County, an agreement and related documents, to enable the County to use the Assistance to Firefighters grant funds to purchase personal protective equipment for the fire personnel; as mentioned in the award package, attached hereto and incorporated herein by reference as Exhibit "A ". BE IT FURTHER RESOLVED that the County Clerk of the County of Hawai'i shall transmit copies of this resolution to the Office of the Mayor, the Finance and Fire Departments. After careful consideration, FEMA has determined that the grantee's project submitted as part of the grantee's application, and detailed in the project narrative as well as the request details section of the application - including budget information - was consistent with the program's purpose and worthy of award. Therefore, the grantee shall perform the work described in the approved grant application as itemized in the request details section of the application and further described in the grant application's narrative. These sections of the application are made a part of these grant agreement articles by reference. The grantee may not change or make any material deviations from the approved scope of work outlined in the above referenced sections of the application without prior written approval from fEMA. Article VII - GPD Allocations The recipient agrees that all allocations and use of funds under this grant wilt be in accordance with the FY 2009 Assistance to Firefighters Grant Program guidance and application kit. Article VIII - Financial Reporting The grantee must complete an on -line, semiannual financial status report to meet FEMA requirements. Semiannual financial reports are due within 30 days of the end of every six month period for the life of the grant. At the end of the performance period, or upon completion of the grantee's final program narrative, the grantee must complete an on -line final financial status report that is required to close out the grant. If a grantee's performance period is extended beyond the initial 12 -month period, a periodic performance report is due every six month increment until closeout.
