The Hawai'i Fire Department has been awarded a $303,738 grant from the U.S. Department
of Homeland Security's FY 2009 Assistance to Firefighters Grant (AFG) program. This
grant will be used to purchase turn -out coats and pants for the fire personnel.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the
Department of Homeland Security for this grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating the
$303,738 grant.
Since the funds need to be appropriated by the end of this fiscal year, we are requesting a
waiver from the Finance Committee and to have this resolution and bill heard at the
Council meeting scheduled for June 7, 2010.

Please prepare a resolution to authorize the acceptance of a grant of $303,738 from the U.S. Dept. of
Homeland Security, Federal Emergency Management Agency's 2009 Assistance to Fire Fighters Grant
program. It is requested that finance committee be waived, and to have this addressed at the next council
meeting, as funds need to be appropriated by the end of the current fiscal year. Please prepare a
complementary bill for an ordinance as follows:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawaii Fire Department applied for and was awarded a grant under the Assistance to Firefighters Grant
(AFG) program. This grant will be used to provide for fire fighter's safety and funds from this grant will be
used to purchase 254 turn -out coats and 251 pants for personnel that have a need for replacement coats
and /or pants.
The grant performance period is from 04/30/10 to 04/29/11.

RE: Resolution No. 346 -10 : A Resolution Authorizing the Office of the Mayor to Enter
into an Agreement with the United States of America, Pursuant to HRS 46 -7, for the FY
2009 Assistance to Firefighters Grant for the Hawai`i Fire Department
Bill No. 258 : An Ordinance to Amend Ordinance No. 09 -64, as Amended, the
Operating Budget for the County of Hawai`i for the Fiscal Year Ending June 30,2010
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
