The County of Hawai'i wishes to enter into a multi -year contract with Wireless E911
Service provider, Hawaiian Telcom, for the services it provides to the Hawai'i Police
Department and Hawai'i Fire Department. Hawaiian Telcom provides Wireless E911
connectivity services, repair, and maintenance to the departments' dispatcher public safety
answering point (PSAP) positions. This contract has a fixed rate of $2,315 per PSAP
position (11 positions) or $25,465 per month, for three years. The Police Department
budgets for these charges within their operating budget and are later reimbursed upon
authorization by the State of Hawai'i Wireless Enhanced 911 Board.
The Public Utilities Commission (PUC) governs these services under Tariff 20, Section
10.4.3, which states Hawaiian Telcom will commit to these services on a three -year term.
Hawaiian Telcom states that this is just an acknowledgment of the rate and that the
departments will not incur any early termination or cancellation charges
Due to the urgency of this matter, the Hawaii County Police Department is requesting a
waiver from the Finance Committee and to have this resolution heard at the next Council
meeting scheduled for June 7, 2010.

Need to be processed before the end of the fiscal year. Requesting to bypass Finance committee.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Hawaiian Telcom has been providing services to the department for the Wireless E911 system The
connectivitity allows the dispatcher PSAP positions to review information pertaining to the caller. The
Wireless E911 system is very critical for public safety. Hawaiian Telcom's acknowledgement includes
immediate response to the department for repairs on the system.
This acknowlegement will guarantee the cost of $2,315 per PSAP position (11 positions) or $25,465 per
month for the 3 years. Hawaiian Telcom states that this is just an acknowledgment of the rate and that the

This order acknowledgement is to confirm that the County of Hawaii would like to renew Wireless E911 service ( "Service ") with
Hawaiian Telcom for a thirty-six (36) month period ( "Service Period "). The effective date of the Service Period will be March 30,
2010. Hawaiian Telcom's provision of the Services will be subject to the terms and conditions of Hawaiian Telcom's PUC Tariff 20,
Section 10 and will be subject to the availability of suitable facilities.
The rates for the Services shall be as set forth in PUC Tariff 20, Section 10. Customer shall also pay all applicable charges, fees, taxes
and tariff surcharges, pursuant to applicable law, regulations or Tariffs. If Customer terminates any Service prior to expiration of the
Service Period, Hawaiian Telcom shall NOT assess any early termination or cancellation charges.

Additional charges may be required if suitable facilities are not available to provide the Service at any location. The provision of any
additional locations and/or quantities of Services will be subject to Hawaiian Telcom's applicable Tariffs.
The Services will be provided at the following Customer locations:
1. Hawaii County Police Department — 349 Kapiolani Street, Hilo, HI 96720
2. Hawaii County Fire Department — 466 Kinoole Street, Hilo, HI 96720

RE: Resolution No. 345 -10 : A Resolution Authorizing the County of Hawai`i to Enter
Into a Multi -Year Contract With Hawaiian Telcom for Wireless E911 Service for the Hawai`i
Police Department and Hawai`i Fire Department
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
