Re: Operating Budget
Hawaii County has a well established system of identifying Tsunami evacuation zones and
traffic control points around Hawai'i Island. The effectiveness of this system was
demonstrated during the February 2010 Chilean Tsunami Warning. In an effort to improve
and maintain this system, the National Oceanic Atmospheric Administration (NOAA)
through the State of Hawaii State Civil Defense (SCD) has authorized the funding of
$20,000 to Hawai'i County for the purchase of roadway markers and signage to identify
Tsunami Evacuation Zones. Specifically, the purchase will include 200 thermoplastic
roadway markers, applicators, and adhesive to clearly identify tsunami roadblock locations
and 100 tsunami signs to replace worn, stolen, or damaged signs currently deployed.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of
Hawai'i Department of Defense, State Civil Defense for the Tsunami Observer Program.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
the $20,000 grant.
Because we are close to the end of the fiscal year, we would like to request a waiver from
the Finance Committee and have this resolution and bill heard at the next Council
meeting scheduled for June 7, 2010.

A. REQUEST:
Enclosed is a resolution authorizing the Mayor to enter into a memorandum of agreement with the State of
Hawai'i State Civil Defense to provide funding to Hawai'i County for the purpose of purchasing roadway
markers and signs to identify Tsunami Evacuation Zones.
Also, please prepare a bill to appropriate these program funds.
Additionally, we request that this resolution by -pass the Finance Committee and go directly to Council for
approval due to the rapidly approaching end of the 09 -10 Fiscal Year.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):

RE: Resolution No. 343 -10 : A Resolution Authorizing the Mayor to Enter into a
Memorandum of Agreement with State of Hawai`i Civil Defense to Provide Funding
Related to Tsunami Warnings
Bill No. 256 : An Ordinance to Amend Ordinance No. 09 -64, as Amended, the
Operating Budget for the County of Hawai`i for the Fiscal Year Ending June 30,2010
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
