SUBJECT: A Resolution to Set a Policy for the Fiscal Years 2010 -11 and 2011 -2012 to
Prohibit Hiring Retired Employees for Short-Term Employment Contracts
Excepting Certain Departments and Employees
Please see the attached resolution to set a policy for the Fiscal Years 2010 -11 and 2011 -2012 to
prohibit hiring retired employees for short-term employment contracts, with the exception of
certain departments and employees. Please place this matter on the agenda in the Council.
1 request a waiver from the designated Committee Chairperson and Council Chair to move this
resolution directly to the June 7, 2010, Council meeting as this resolution is timely with regard to
the budget process the council is undertaking.

RE: Resolution No. 348 -10 : A RESOLUTION TO SET A POLICY FOR THE FISCAL
YEARS 2010 -11 AND 2011 -2012 TO PROHIBIT HIRING RETIRED COUNTY EMPLOYEES FOR
SHORT -TERM EMPLOYMENT CONTRACTS, EXEMPTING CERTAIN DEPARTMENTS AND
EMPLOYEES.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii,
this written request is submitted with my approval that the above - referenced matter be waived from the
Finance Committee to the full Council for immediate action. In reviewing this matter, timely approval
is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next
Council agenda for review. However, in the event this request is denied, for whatever reason, I
understand the matter shall be referred to the Finance Committee for placement on its future agenda.
