(h), Hawaii County Code 1983 (2005 Edition, As Amended), Relating to Public
Transportation

Attached for your consideration is a bill for an ordinance amending chapter 18, article 4, division
1, section 18 -90, Hawaii County Code 1983 (2005 Edition, as amended), subsection (h), which
provides for an Island -wide transportation free zone.
The amendments provide for a $1 charge for each rider, less those persons defined in section
18 -1 as handicapped, a senior citizen, or a student.
The $1 fare would expire on June 30, 2011, unless otherwise amended by the council.

Re: Bill No. 259 : AN ORDINANCE AMENDING CHAPTER 18, ARTICLE 4, DIVISION 1,
SECTION 18 -90, SUBSECTION (H), HAWAII COUNTY CODE 1983 (2005 EDITION, AS
AMENDED), RELATING TO PUBLIC TRANSPORTATION.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this
written request is submitted with my approval that the above - referenced matter be waived from the Committee
on Finance to the full Council for immediate action.
It is my understanding that Council Member Yagong will be bringing forth an amendment to Bill 211 Draft 3,
which will be heard on June 7, 2010. The amendment will propose charging a nominal fee for utilizing the
County of Hawaii Public Transportation Bus Service.
This ordinance needs to be considered at the full Council on June 7, 2010 in order for us to implement a fee
and to be able to discuss the amendment to Bill 211 Draft 3. It is therefore imperative that this waiver
approval is granted and the matter placed onto the next Council agenda for review. Thank you very much for
