RESOLUTION NO. 329 96
A RESOLUTION ADOPTING THE PUNA COMMUNITY DEVELOPMENT PLAN
(OCTOBER 1995) AS A GUIDE
WHEREAS, the General Plan for the County of Hawaii states as a policy that "The
County shall develop, in cooperation with community residents, community development or
regional plans for all of the districts or combination of district and shall periodically review and
amend these documents as necessary or as mandated "; and
WHEREAS, the County of Hawaii recognizes the dynamic charactenstics of the Puna
district and in 1990 embarked on the formulation of the Puna Community Development Plan;
and
WHEREAS, the goals and objectives expressed in the Puna Community Development
Plan reflect the desire of the residents to maintain Puna's high level of home ownership, to
expand agricultural and other economic opportunities, and to plan for necessary public
improvements while preserving its rural environment; and
WHEREAS, the Puna Community Development Plan was not designed to be a regulatory
measure with accompany requirements for compliance or amendment, but instead, should be
utilized as a design guideline for planning for future growth and development of the area; and
WHEREAS, the Council has determined that the highest priorities, which will comprise
the "Action Component" of the Puna Community Development Plan, are improvements to the
transportation systems, expansion of needed public safety services, and the opportunity for
individual communities to implant their strategic plans within the County General Plan and the
Puna Community Development Plan; and
WHEREAS, the Council has identified the following planning issues that need to be
further addressed by the Planning Department and the Council: transfer of development rights,
land use policies regarding hazard zones, and proposed General Plan amendments and State Land
Use District boundary amendments for the Puna district.
NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it adopts the Puna Community Development Plan, dated October 1995, as a guide
to be utilized in coordination with other planning documents
BE IT FURTHER RESOLVED that the Council, in adopting the Puna Community
Development Plan, has prioritized its initiatives as the "Action Component" which includes the
determination and implementation of improvements to the transportation systems, higher levels
of public safety services, and the opportunity for individual communities to implant their
strategic plans within the County General Plan and the Puna Community Development Plan.
BE IT FURTHER RESOLVED that the Council directs the Planning Director and the Legislative
Auditor to develop an information base to further discussion o the following issues: transfer of
development rights, land use policies regarding hazard zones, and proposed General Plan
amendments and State Land Use District boundary amendments for the Puna district.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of
this resolution to the Honorable Stephen K. Yamashiro, Mayor of the County of Hawaii, and to
Ms. Virginia Goldstein, Planning Director.
