Subject: 2% Charter Resolution
I worked tirelessly collecting signatures on petitions, getting petitions notarized, and getting signatures
approved (many of which were eliminated from the petitions for absurd reasons) to get the 2% OPEN
SPACE fund initiative on the ballot, where it was passed by 63% of the voters. The ordinance reads as
follows:
The fund shall be used for acquiring funds or property entitlements in the County of Hawai' i for the
following purposes:
(1) Public outdoor recreation and education, including access to beaches and mountains;
(2) Preservation of historic or culturally important land areas and sites;
(3) Protection of natural resources, including buffer zones;
(4) Preservation of forests, beaches, coastal areas, natural beauty and agricultural lands; and
(5) Protection of watershed lands to preserve water quality and water supply
I respectfully request that you listen to the will of the people who voted for this initiative, and reject both
Councilman Enriques' and Councilwman Ford's resolutions. I must say that I am unclear on the concept
whereby 2% OPEN SPACE money could now be spent for infrastructure needs (police station, fire
station, parking lot) and maintenance. NOWHERE does it read that Open Space funds shall be used to
pave paradise and put up a parking lot, or to maintain said parking lot...
