1977 I am past president of Waimea Outdoor Circle and past president of
The Outdoor Circle statewide. My testimony is on my own behalf. I am
here to urge you to support County Council Resolution 00 -345.
Last time I gave testimony before the County Council was regarding Church
Row Park in Waimea 8 years ago. At that time the County was proposing

to make a soccer field with a chain link fence instead of our Cherry Blossom
Tree Park. As President, I spoke on behalf of Waimea Outdoor Circle to
save this beautiful place that is revered by our town. Also giving testimony
at that time were representatives from the churches, Lions Club, other
organizations as well as individuals from the community. We were
successful in saving our Church Row Park. We came together as a
community and started the Annual Cherry Blossom Heritage Festival so that
this peaceful, beautiful, and sacred place would he appreciated and kept out
of harms way.
In our community, the 2 foremost landmarks that give Waimea it's sense of
place are Hoku'ula (Buster Brown Hill) and Church Row, with it's Cherry
Blossom Park.
Even those of us who are not members of the congregations of churches
surrounding the park are touched deeply by the serenity of this cherished
place. Attending weddings and funerals of family and friends in an
atmosphere uncluttered by gas stations, fast food and car washes is a way of
life in Waimea.
The road at Church Row is sub standard and it works perfectly for our
purposes, keeping traffic slow and safe. At times the park overflows wil.h
cars parked with friends and neighbors paying our respects. This is as it
should be for this area. There shouldn't be a conflict with ingress and egress
to a gas station, car wash, and fast food convenience store.

Subject:: Minit Stop convenience ante store, gas station, car wash

• Dear Ms. Goldstein,
Our committee met with representatives of Minit Stop, Mr. Lee Dixon and Mr. Kirno
Haynes, on July 27, 2000 at their request for a presentation of their proposal to col istruct a
Minit Stop convenience store, gas station and car wash complex.
The committee was unanimous in feeling that the proposed use for that propcny is
inappropriate, and nearly unanimous in recommending that the proposal he Beni ed. The
committee does have an understanding of the need for fair treatment of developers but feels
that the community should have a chance to correct this situation in some manner ;ven if k
means delays or other inconvenience to the developer.
We recognize that the property is apparently zoned to allow this type of development.
However, we feel that the unique character of the surrounding area that include:, Church
Row, Church Row Park, Keck Observatory headquarters, and the nearby hospital deserves
to be protected from the degradation of environment due to the commercial and industrial
uses proposed, The Waimea Design Plan shows the area to be public open specs /park with
some housing.
We feel that it is in the best interests of the community to preserve the bc:load
surroundings and view plane of this important protected historic site. This natur beauty
has distinguished Waimea and made it a valuable attraction to visitors and settlers.

Construction of the proposed tacky commercial structure will degrade thin her itage
permanently by creating a garish focus of interest and activity that is directly opposed to the
intended character of the entire surrounding area. We feel that this is not in the best
interests of Waimea or of Hawaii County and the Parks and Recreation. Dept. to allow this
degradation.
We recommend for Denial of this application, or a Deferral of Action pcncliai; an y changes
resulting from the up-canting General Plan Revisions.
