We strongly urge you to approve Resolution 00 -345 opposing agItonvenience store /car wash
at Church Row, Waimea and urge the Planning Director to deny the plan approval application for this
proposed use. The proposal conflicts with the Hawaii County General Plan and Waimea Design Plan.
We have been working for many months with the landowner and others to find alternatives. We
continue to work and hope that a win -win solution can ultimately be accomplished. It should be clearly
noted, however, that a gas station or fast food on Church Row are unacceptable solutions.
Section 25- 2 -75 -e of the County Code concerning Zoning states: "The director shall render a decision
to either approve or deny a plan approval application within thirty days after acceptance of the
application." We urge the Planning Director to deny the Plan Approval application for a gas station at
Church Row because of the permanent, severe negative impact it has on the surrounding property,
improvements, streets, traffic, community characteristics & natural features.
The proposed use conflicts with the Goals, Policies and Standards of the Hawaii County General Plan
which states the following concerning commercial development:
(Goals): "Provide commercial developments that complement the overall pattern of transportation and
land usage within the island's regions, communities and neighborhoods." The proposed high
volume - high traffic commercial use does not complement the peaceful, passive nature & land
usage of the Church Row neighborhood -- it directly conflicts with it and will forever destroy it.
(Policies) "Distribution of commercial areas shall be such to best meet the demands of the
neighborhood, community and regional needs." The proposed commercial use does not meet
the demands of the neighborhood or community. The Waimea Community has 4 gas stations, 3
convenience stores & 4 liquor stores. The proposal does not fulfil a commercial need or demand.
"The development of commercial facilities shall be designed to fit into the locale with minimal
intrusion while providing the desired services." The proposed gas station does not fit into the
locale. It significantly & negatively intrudes into it &, if built, will forever change the neighborhood.
"Applicable ordinances shall be reviewed and amended as necessary to include consideration
for urban design, aesthetic quality and protection of amenities in adjacent areas through
landscaping, open space and buffer areas." The property is situated among a significant
collection of Waimea's churches (including nearly 150- year -old Imiola Church which is on the
Hawaii Register and National Registry of Historic Places, Kamuela Hongwanji Mission, Ke Ola Mau
Loa Church, New Hope Christian Fellowship and First Baptist Church of Waimea) and its neighbors
include Church Row Park and the campus -like North Hawaii Community Hospital, Waimea Civic
Center and WM Keck Observatory base facilities. The proposed use conflicts with the aesthetic
quality of the area and the use destroys this peaceful, passive community amenity.
(Standards) "Commercial development shall maintain or improve the quality of the present
environment through the consideration of visual, access, landscaping, and other design
elements in their development." The subject property sits in the middle of an area that is a
significant link between Waimea's past and future. If permitted, the use will forever change the
nature of the area and does not maintain or improve, but, rather, de r s � quality of

The proposed use and design ceflict with the Waimea Design Plan. *respect the historic, scenic and
.. cultural nature of our town and have attempted to identify and define these unique characteristics and
values in our Waimea Design Plan. It is this document that governs our long standing advisory
relationship with Hawai'i County Planning Department.
Adopted by Council resolution, Waimea Design Plan is the "official document to guide future
development and construction design in Waimea." Initiated by Waimea Community Association, the
Waimea Design Plan seeks to preserve the "paniolo" character of the community and develop and
implement architectural guidelines consistent with the "paniolo" character.
Design objectives in the Waimea Design Plan include (among others):
- encourage that new commercial structures complement the environment;
- enhance the character of Waimea and to encourage landscaping and
landscape elements such as signage, paving and lighting;
- encourage a respect for local weather conditions in the design and
orientation of buildings; and
- ensure compatibility with adjacent land uses
The proposed use and building design do not complement the environment. The proposed use conflicts
with the quiet, peaceful nature of the neighborhood. The proposed buildings do not enhance the
character of Church Row or Waimea. Landscaping is virtually non - existent. The use and buildings are
not compatible with the adjacent land uses. The commercial use conflicts with the land use concept
map of Waimea Design Plan - which calls for medium density residential use in this location.
The cultural and visual damage to the historic area and scenic vistas is significant because the
proposed architecture cannot be anything but a decorated gas station with a tall canopy that is over -
lighted to draw attention to itself.
When the audience was asked it's opinion at a recent WCA Town Meeting featuring the proposed use,
virtually everyone stood in opposition - only representatives of prior and present landowners remained
seated. Hundreds have subsequently signed petitions and mailed, or e-mailed statements of opposition.
The community did not say the owner cannot do anything with his land. On the contrary, many
expressed support for his right to build an office or medical building or similar use and indicated they
would assist him if he pursued these more passive uses of the site.
The proposal directly conflicts with the General Plan and Waimea Design Plan. Allowing the use to occur
is, simply, poor planning. We, therefore, encourage the County Council to adopt Resolution 00 -345 and
the Planning Director to deny the Plan Approval application for a gas station at Church Row.

Thursday of the month at 5:30 pm
in Kahilu Town Hall. Membership is
$12 per family per year but is not
